CREATE Launches the EU–Tanzania VET Modernisation Toolbox to Support Skills Transition and Institutional Innovation

Bringing proven European vocational education practices to Tanzania through practical, adaptable, and locally relevant tools

Vocational Education and Training systems across the world face a common challenge: preparing learners for labour markets that are evolving faster than ever before.

Technological innovation, climate change, digitalisation, demographic shifts, and changing employment patterns require VET institutions to continuously adapt their programmes, methodologies, and governance models. For agricultural vocational education providers in Tanzania, these challenges are particularly significant, as they must prepare learners for a sector undergoing profound economic, environmental, and technological transformation.

To support this transition, the CREATE project has developed an innovative EU–Tanzania VET Modernisation Toolbox for Skills Transition, a comprehensive collection of European-inspired frameworks, methodologies, and operational tools designed to strengthen the quality, relevance, transparency, and responsiveness of the Tanzanian Agro-VET ecosystem.

The toolbox represents a unique knowledge-transfer initiative between European and Tanzanian partners. Rather than promoting the direct replication of European systems, CREATE translates some of the most influential European VET instruments into practical and accessible resources that can inspire local adaptation and innovation. As emphasised throughout the toolbox, the objective is not to copy European models, but to provide ideas, methods, and operational approaches that can be contextualised within Tanzanian realities and priorities.

The toolbox introduces Tanzanian stakeholders to a range of internationally recognised frameworks that have shaped vocational education policy and practice across Europe for more than two decades.

Among them is ESCO, the European Skills, Competences, Qualifications and Occupations framework, which helps connect occupations with the skills required to perform them and supports stronger alignment between training provision and labour market needs. Through ESCO-inspired curriculum review approaches, institutions can better understand emerging occupational profiles and ensure that graduates acquire competences relevant to modern agricultural workplaces.

The toolbox also presents the European Qualifications Framework (EQF), a reference system built around learning outcomes and competence progression. By focusing on what learners can actually do rather than on training duration alone, EQF-inspired approaches help institutions strengthen qualification design, improve progression pathways, and increase transparency for employers and learners alike.

A significant component of the toolbox focuses on quality assurance through EQAVET, the European Quality Assurance Framework for Vocational Education and Training. Dedicated resources explain how quality can be embedded both at system level and provider level through planning, implementation, evaluation, review, stakeholder engagement, and evidence-based decision-making. These approaches encourage institutions to move beyond compliance and towards a culture of continuous improvement.

To strengthen competence-based education, CREATE also developed resources inspired by CEDEFOP Guidelines on Learning Outcomes, helping educators formulate clearer, measurable, and labour-market-oriented learning outcomes. The materials support curriculum development, assessment design, qualification review, and the broader implementation of competence-based training approaches.

Recognising that technical skills alone are no longer sufficient, the toolbox further introduces EntreComp, the European Entrepreneurship Competence Framework. Through a structured exploration of entrepreneurial competences such as opportunity recognition, creativity, resource mobilisation, initiative, and value creation, the framework supports the development of graduates who are adaptable, proactive, and capable of contributing to local economic development.

Learner employability and career development are addressed through the inclusion of Europass-inspired methodologies, which help learners articulate and communicate their competences more effectively, making skills, qualifications, and work-based learning experiences more visible to employers and training institutions.

The toolbox also tackles one of the most pressing challenges facing vocational education systems worldwide: learner retention and inclusion. Through CEDEFOP-inspired preventive approaches and dropout prevention tools, institutions are encouraged to identify risks early, strengthen learner support services, improve guidance mechanisms, and create more inclusive educational environments.

What makes the EU–Tanzania VET Modernisation Toolbox particularly valuable is its practical orientation. Each framework is accompanied by operational templates, self-assessment instruments, planning tools, and implementation guides that allow institutions to move directly from understanding concepts to applying them in practice. The result is a resource that supports not only knowledge acquisition but also institutional transformation.

By combining international expertise with local relevance, CREATE is helping Tanzanian Agro-VET institutions strengthen their capacity to respond to labour-market changes, improve educational quality, foster innovation, and prepare learners for sustainable employment opportunities.

The EU–Tanzania VET Modernisation Toolbox represents a major milestone in the project’s broader mission to build a more resilient, responsive, and future-oriented agricultural vocational education ecosystem.
