Supporting Municipalities in the Green Transition: LEAP II Launches Sustainability Training for Local Authorities
A new multilingual micro-learning programme helps municipalities and public authorities strengthen green competences, sustainability awareness, and community-oriented environmental action
As sustainability becomes an increasingly urgent priority for cities and local communities across Europe, municipalities are being asked to play a more active role in supporting climate action, environmental awareness, and sustainable local development. To help respond to these challenges, the LEAP II – Local Adult Education Policy II project has developed a dedicated training programme designed specifically for municipalities, local authorities, and public stakeholders interested in strengthening their sustainability competences and community impact.
Available through the LEAP II online learning platform, the training programme forms part of the project’s wider effort to make sustainability education more accessible, practical, and adaptable to local realities. The course was intentionally developed using a micro-learning approach, offering attractive, flexible, and easy-to-study learning units that can support both professional development and institutional reflection without requiring long and complex training commitments.
The first set of training materials focuses specifically on local authorities and municipalities, providing a broad introduction to green competences and sustainability-oriented community action. Rather than concentrating only on theory, the course encourages participants to reflect on how sustainability challenges directly affect urban communities and how municipalities can contribute to greener and more resilient local ecosystems.
The training is divided into five dedicated learning units, each addressing an important dimension of sustainability and local governance.
The first module, “Climate Change in Everyday Life,” helps participants better understand how climate change affects communities, public services, and daily life, while also encouraging reflection on practical actions that municipalities and citizens can take to support climate resilience and environmental responsibility.
The second module, “Introduction to the Circular Economy,” introduces participants to more sustainable approaches to production, consumption, waste reduction, and resource management. The unit highlights how circular economy principles can help communities reduce environmental impact while creating new opportunities for local development and innovation.
Another important component is “Community Action for Sustainability,” which explores how municipalities can encourage citizen participation, community engagement, and collaborative sustainability initiatives at local level. The module emphasizes the importance of involving residents, organisations, and local stakeholders in creating long-term environmental and social change.
The fourth unit, “Advocating for Green Policies,” focuses on the role of local leadership and policy-making in promoting sustainable development. Participants are encouraged to reflect on how municipalities can integrate sustainability into local governance, planning processes, and community strategies while building stronger public awareness around environmental priorities.
Finally, the module on “Green Competences” provides an overview of the key skills, attitudes, and knowledge areas increasingly needed in modern societies and workplaces to support sustainable lifestyles, environmental responsibility, and greener economic transitions.
One of the major strengths of the LEAP II training programme is its accessibility. The learning materials were developed to be clear, practical, and user-friendly, making them suitable not only for experienced policy-makers, but also for smaller municipalities, local organisations, and professionals with limited previous exposure to sustainability education. The micro-learning structure also allows participants to progress at their own pace and revisit materials whenever needed.
By developing this training programme, LEAP II contributes to strengthening the capacity of local authorities to better understand sustainability challenges while supporting the development of greener, more participatory, and more learning-oriented communities across Europe.
